Dr. Donna “Cee” Whitelow is the Chancellor for the Peace and Power Institute. She is an
Author, Educator, Recording Artist, Ordained Minister, and a Commissioned Apostle. She has
a Ph D in Social Work Services and degrees in Business Management, Applied Administration,
and Applied Arts and Science. She received honors for being on the Dean’s List and graduating Summa Cum Laude from the University of Houston-Downtown and Lone Star College. She has Certifications in faith-based Counseling, Mental Health Coaching, Crisis Intervention Counseling, Mental Health First-Aid, Prevention and Management of Aggressive Behavior (PMAB), Therapeutic Community Behavioral Health, and Religious and Cultural Literacy and Competency in Disaster with FEMA. Dr. Donna is a Curriculum and Cognitive Intervention Specialist with her company Quality Care Counseling.
Dr. Donna Whitelow received accolades from the City of Waco’s Recreation Department, Aldine Independent School District, the City of Houston Mayor’s Office through Building Better Families Christian Organization, with her work in Television and Journalism as well as other endeavors; all for services she implemented or supported in communities. She took the minutes for and worked with the Black Chamber of Commerce of Waco, Texas from 1986 to
1988 and worked with other Community Activist Organizations like Tri- Hope America in
association with LULAC to reach specific goals. She also worked in the office of Congresswoman Shelia Jackson Lee and is currently the Vice-President for Civic Club 576.
Dr. Whitelow has operated in every office considered the Five- fold Ministry. For more than
twenty-eight years she has counseled people and worked in different aspects of crisis resolution
and education; working with those with the highest learning capacity to those who are considered mentally challenged. She specializes in Healing and Empowerment. Her spiritual insight and gifts enable her to see past what text books can teach. One of her goals is to empower people with skills that would enable them to overcome any mindset and become better decision makers by showing them how to control their thinking. Dr. Donna believes that
anything living should be growing. Her motto is “No one is too far gone for God.”
